Help me understand row formats in pro13

I am having trouble understanding row format. picture 2016-8-a is what it looks like on the software, 12-8-b is what the row format looks like. How does row format work? why can't it just break down in order?

Lauren, page creation layout (a) is for laying out the cells as you require them. Row formats (b) is so you can choose which rows can have an image (parallax), colour or gradient behind them that is optionally full screen width. You can click on the grey padlock to group the rows.
