Pages under construction

When I preview my work I get the Message " The pages under construction are vsible in preview mode but they won't be published on line." Why won't they be published ? And how do I get them on line? This is my contact page. My site is kentcostriping.com

On step 3 "Map" you can turn on and off whether a page is under construction, using the right most button on the toolbar (page with a pen). Just high the page and click the button to change it.
