The option Effect is not possible to use in the Gallery Object pane. Why.

It works on slideshows and galleries (horizontal and vertical) but not on thumbnails...

For effects on thumbnail photos, you can use the pop-up display box.
Sorry for the screenshots, I've only FR version ;o))
