Another dubious "improvement" in the program. Why, when I expand the program window to full screen, it doesn’t let me see the whole template window stupid window that can not be minimized?

It is possible to minimise the window shown on the right hand side of your screenshot.
To do so open the Help menu, and remove the tick from the option Show tips:
