Hamburger not working

I sent a request the other day regarding my website nannuphistory.org
The menu is not automatically changing to Hamburger when viewed on a phone.
I also noticed that when I do a preview in Website and select "Phone" from the top of the screen that the full menu is displayed no matter which size I choose. (see attached)
I was advised to update the PHP on the server which I have done, but makes no difference.

Hi, in the lower resolutions the container of the Menu Object is too tall and wide (A), you have to reduce its size and make it smaller (A1), only by making it smaller will the hamburger menu appear as there will be no space to make it. display all the menu items within it.
