Under construction does not activate for home / index

The 'Under construction' setting is greyed out when selecting the home / index page in the map section, meaning it cannot be activated. How to get around this?

Pages marked with under construction are not transferred to the webspace during export. The home / index start page is usually the page that is displayed when the domain name is entered. If this page is not there, an error 404 will be displayed and therefore it makes no sense to upload a project with startpage = under construction.
