I was just wondering if its possible to change City to Town in step 4 of website x5 v9 in the customer details

Yes, it is actually very simple!
Go to step one - General settings. Then in the line "Content Language" - klik the icon to the right.
Then a popup will show, letting you change every sentence in your page.
