Hello. 

This Can be done several ways. You Can make a welcome page with language select. Or you Can make some flags on your page - in your header, or footer. Then create a new folder at your webhotel, naming it "english" or what you want. You Can do this in step 5, when you have connected to your domain. Then you copy your project, and Call it english. Then upload the site ti the new place on your server.
