Hello Tiffany,

These links are called Anchors and in step 3 you need to select an object and then activate the anchor function by selecting it and then you can select a name for it.

Once done with the link function in as example the text object you will find the option to choose to link instead of to a page, directly to a point in the page by selecting the anchor you made before.
