Creating a Blog for someone who does not have Wbsite X5

Hi, I am creating a website with a blog for someone who does not have Website X5. when I have uploaded the site to their hosting company they want to be able to add to the blog but do not want readers to comment.
As far as I can see this is not possible without the software. Is there a way of Adding a blog entry through the control panel? If not do you have any suggestions - apart from buy the software ;-)

Clearly not the answer I was looking for but probably what I expected.
Where's the 'correct' button?? I can see 'useful', 'correct', 'Quote' and 'Abuse' but no 'Correct'.
Make a formal suggestion requesting a CMS block within the blog in a future release?
