Ver 11 Title on pictures

I am adding a number of scientific pictures to my site and would like the picture titles to appear, possibly as a mouse over. From reading other posts it would appear that if I complete the title and alt-title in the picture object page, this should happen, but it doesn't.
I've read the manual but can't find an answer to my query.
Any suggestions would be appreciated.

Hello David,
To add a mouseover 'title' to your pictures go to the 'General' tab of the Image Object which contains the picture in question.
Click on the hyperlink icon in the 'Link' field... in the new window which opens set the 'Action' to 'None', then go to the 'Description' tab... insert your picture title in the 'Tip on mouse over field'
Click 'OK' to save your changes etc, and republish your project to the web.
