Responsive design header how showing

I have a header for my website that shows up in normal view but when I use my responsive views it is not showing up just the 3lines that represent the menu options. Website X5 Prof12.
Any help appreciated.

You can set it in step1 template style -> responsive structure.
The settings are a little poorer thats because mobile traffic is ussually slower....
