V13 wont let me make a template from scratch

When i go to push on start a template from scratch there is already a templete in the preveiw and it applies settings to that template i want to start one from nothing like i did with the first one it wont let me do it again.

Michael, if you are referring to the blank template with the blue fillings, this is the blank template. Simply resize anything you wish then remove or change the background colours. Every website needs a header, potentially a footer, a background, a content and a menu - if NOTHING was offered it would be way too hard for most users to create the template of their dreams.
PS in 3 map, under page properties in the graphics tab, you can create any page on your site without the template.
Step 2 Template, select empty template
