Stcky bar menu stays behind

Version 14 pro.
The sticky bar stays behind. When the page is scrolled the header passes in frount of the bar. (see attached)
I have used "bring to front" on the bar and "send behind" on the header without success.

Try -it's just an idea- i haven't tested it, to set the picture in a text object.
