How is it possible to display a PDF file on a page but not to offer it for download?

It's not. This comes from the pdf reader. Once you can read it on your pc, you have it and so it is also downlaodable.
if the PDF is not too big you may want to trensform it to pictures and make multiple picture object on 1 page.
Then users can view it, or download a picture, but not the actual pdf because it won't be there (duh).
Downloading a picture is always possible by making a prtscrn so if you make it viewable then a vewer can copy it always.
tthere is some information here, but that needs coding and for handy guy's there is always a workaround.

Just keep in mind, whatever you place on internet and can be accessed (seen) by a user is at that moment on his pc. maybe the future brings different tools for this, but basicly that's why internet is designed for.

You have forgotten about object Catalog viever. There is an option Enable PDF file download so without it pdf file will be only viewed at site. Of course you could find direct link file for download it (especcially if google bot lists it) but standard users could not download it without some efforts. Ptrscrn is always available as well as Tools -> Information about website -> Media where you find jpg files from your pdf.

You are correct, and with the normaal pdf file viewer in google view, i don't see it also.
But that is dependend on pc settings (pdf viewer installed on user pc.
The catalog viewer makes images of your pdf, so that's a good option, but it makes it always 2 pages next to eachother.
