try the bring to front or send to back buttons. or move other objects a out of the way until you get a clear hit on the object (the 6 squares around the object)

Unfortunately it doesn't work.The contents of the header are not visible at all,but I checked the preview button.The footer is visible and I can change, the header is not removable and I can't even see the contents.What could be the problem?

yes, but the header is completely empty and cannot be worked on.I attach a screenshot image where it appears to be blank in the header and cannot be modified.

You are not looking in the correct place in Step 2.

The section that Elisa and Andre refer to is the Sticky Bar, which can be found at the location marked by the arrow in the screenshot below:
