Is it at all possible to convert a project made on version 9 to one that can be used on current version? Or does a new project need to be created from scratch?

I would strongly advice to start from scratch.
Especially the menu system has changed so much that a conversion to ver 10 and then further versions before it can be imported to the latest version will collect so much "garbage" that it will end up being much more work that if you started directly in the new version.
Download the entire project from the web to your desktop and then re-use the text and images.
Arman, just like John I recommend you recreate your site, but if you wish to try conversion I believe the following instuctions should work (although it was posted for someone trying to upgrade from v10)
1- Download WebSite X5 Optimizer from the following link:
https://www.websitex5.com/download/optimizer/1.10.0/WebSiteX5Optimizer_x86.exe
or
https://www.websitex5.com/download/optimizer/1.10.0/WebSiteX5Optimizer_x64.exe
2- Import the project into Optimizer
3- Choose the "No optimization" option if you want to continue working on the project
4- You can now import the project into version 2019.3. or later

Hi Arman,
thank you for getting in touch.
Unfortunately, projects created with version 9 can't be opened in WebSite X5 2024.4, I am sorry about this. We can of course convert the project file for you, but please consider the version gap between the two is very big, it is then possible that some parts of the original project may not be transferred correctly. Our suggestion is such cases is to start off a new project, possibly using one of the included templates, so to be working on a project conceived for the new version rather than on an adapted one: the result would surely look better!
Thanks! Kind regards.
