Unable to access website

Some users of my website WWW.SMRHCC.ORG are unable to access. Get message HTTP 403 error, asking user to log-in. Anyone able to advise what the problem is. Users have minimum software requirements IE7, DOT NET3.5

Delete your website off the server completely, then re-upload. It might be that you have redundant pages on that server? Also is this an ISP?
