Shopping cart forwards the order before payment has been made. Customer is told that the order has been submitted even though payment is not made. Many customers don't pay, requiring us to get back to them and ask for payment. We need at least an option to require payment before submitting the order and telling customers the order is complete.

Hello Dave, it doesn't work in this way. Customer choose the products and add them to cart. Then he complete the order choosing how to pay (even not using credit card).
As soon as he complete the order he will automatically receive a confirmation email where he can read all the order details and all the info he has to follow in order to pay.
So, all you have to do is wait for the payment and, if you don't receive the money, try to contact him to solve.
The payment step and the confirmation step are inthe wrong order. As it is now the confirmation of the order (with the order number) email is sent to the buyer BEFORE any payment has been processed, which doesn't look very professional for an on-line shop. If you go into a high street shop and buy something they never give you the purchase receipt before you give them the money...
Regards,
Mark.
Hello Mark, this is not correct. The shop doesn't give you the purchase receipt but it gives you a confirmation of your order with all the instruction to follow to complete the payment. A purchase can be completed even if the customer decides to do not use the credit card to pay. In this case it is necessary to send all the info about the payment (bank transfer, postal pay, cash, etc).
Note that even if the customer decides to pay using his credit card, the process could not be completed for different reasons (user decides not to pay, error in the process, etc). If this happens then the user can simply click on the link present on the confirmation email and he didn't have to start again the whole process (add the product to the cart, enter his details, etc...)
Hope this info could help you to understand this process better.
