WebSite X5 is a desktop CMS. It allows you to publish freely from your desktop and modarate online your blog's and guestbook's comments.
It does not by itself provide a way to edit pages online.

That is really sad to her because then is it impossible to make/create a website voor someone else.

It depends on what you want to allow to be done. Of course you can make a site for someone else but you would have to provide another software to allow modification.
For example, I used an online CMS (its name is Pulse), SiteCake and Adobe Contribute. That's easy and they are a lot of good add-ons to use with WebSite X5. Just choose the one you would like to use. Don't be too sad
