Is Paypal Instant Payment Notification (IPN) part of Website X5 evo 11?
If so where do I point to my Notification URL?
Is IPN necessary for notification of orders?
Do I turn it on or off in Paypal?

No, IPN is not a feature of WebSite X5. However, it is not required for order notification within WebSite X5.
To incorporate IPN in your site you would need to resort to custom code, using the PayPal guidelines and help files.
