when a member want to access a cart and it requires a rigistration and when a member complete all the fields it says that already present.but there is nothing in database.

Such an issue can sometimes happen if the database hasn't been configured correctly. Is the table there at least? Or has no table been created at all? Keep in mind that you need to let the software create the Database table. Do not do that yourself.
Did you upload the website through Step 5 or with a different FTP software? In order to get the Database working you need to use the Online export from the software
