Website Address (URL) not in General section preferences

In the General section of preferences I can not find a field where to enter the WebSite Address (URL).
See also tutorial section 4.1, 3rd dash.

In version 2019 this has been moved to Step 5:

Sorry, I used the tutorial of previous version 17.
However (Tutorial version 2019.2) in the first line of par. 4.1 is still mentioned "the URL is enetered in this window". But the corresponding lead has been removed. No lead has been entered for the new field "WebSite Category".
