Why is browser quirks mode activated?

If you right click inspect on browser and right click the blue issues mark on the top right, you can see a list of errors. Why would 'quirks mode' be activated when Wx5 declares '<!DOCTYPE html><!-- HTML5 -->' at the top of the document? It should not be activated. I see it interferes with Google adsense.

that instruction is standard for HTML5.
