Template Colors Not Changing after Upload

I changed the template colors, I see the changes in the preview but after uplaoding the site it still shows the last colors I had before, I did a changed file and full upload and same thing.
I also refreshed the page and cleared the cache but still the old color does this mean I have to delete all files on the server and do a fresh upload?

that would be helpfull, try it, then check the result. also try another browser (just to make sure), if you using IE, check it with firefox or chrome or opera

Having a serious issue uploading the site, I deleted all files from the server and the changes worked but this time I added a background from the library for an Email Form and it just will not show the background, I deleted all files off the server and uploaded 3 times, the same thing it refuses to show the form background it is like the background does not work on forms or does it?

Must have a hard cache in the browser.
