I am tring to access the register section on the log in page for my secure area but I do not or am not able to do so , how do you do this?

You can create a hidden page with an email form in it so people can give your the data nesaccery for creating a new login.
With that information you can add them to your acces management and send them, after updating your site wirh the new login, a mail that they have acces with a pw and login.
You can redirect the register button to that e-mail form in step 4 -> acces management.
