prova a reinstallare nel pc il Framework 4.0:

poi prova ad aprire un progetto nuovo e fammi sapere se ti riappare l'errore.

Che versione di Windows usi?
Il programma continua a dare l'errore perchè .NET versione 4 non funziona correttamente e quano sarà stato riparato tornerà a funzionare.

chi deve riparare .NET vers4? e come faccio a sapere della riparazione?

Se hai Windows Vista prova a seguire questa procedura:
Per riparare il .NET Framework 3.5 e 4 bisogna utilizzare il seguente cleanup tool per rimuovere solo .NET 4:

Una volta rimosso apri il pannello di controllo e selezioni "Programmi e funzionalità" > "Attivazione o disattivazione delle funzionalità Windows" e nella finestra che appare disattiva il box Microsoft .NET Framework 3.5.1 e poi clicca su ok. Dopo riattiva Microsoft .NET Framework 3.5.1 e seleziona nuovamente ok.
La procedura puo richiedere del tempo per disattivare e riattivare .NET 3.5.1 e una volta completata procedi a reinstallare .NET 4 scaricandolo dal seguente link:

Puo succedere che .NET 4 in Windows non funzioni correttamente e il programma necessita di questo componente windows. Dopo che è stato riparato seguendo la procedura indicata sopra il programma dovrebbe tornare a funzionare.
