If I follow you correctly:

You made a use in step 4 acces management.

Then you went to step 2 and set a page to locked? select the lock item on that page to create a popup where you then can select wich user has acces. ( in case you have multiple users for different pages)

Then do an upload, refresh your page with ctrl-F5, the check the page you have set.

Should work. If not try a full upload then offcource refresh and test again.
