Are all templates free?

In default templates, few are been shown as free while others have a cart symbol on top of it, when i click on it, it first buy & then activate. What is it? Are these templates chargeable? Have I been charged for it?

Some templates are free, whilst some are chargeable and can be purchased with Incomedia 'credits' (https://answers.websitex5.com/profile/credits).
