Option to add color overlay and opacity to image in row background

Hey guys!
I was wondering if you could add this simple and useful option since it is already posible when inserting a video as a row background.
The idea would be to overlay a color on top of the image we use as a row background

...The idea would be to overlay a color on top of the image we use as a row background to enhance viewing of the text on top without having to use a separate software to do it directly on the image.
Example, check the header and how the white text looks nice and clear on top of the image:
