Google search keeps telling me my main page is not mobile freindly safishing.org but when i make my site responsive the page does not change still looks the same on my phone and all the sub pages have the header blanked out what is going on.

Your site is not responsive at the moment. (so I can't check what's going on)
If you set it to responsive you need to design the responsive templates in step1 responsive template structure.
After setting there your items then upload and it should be alright then.
Remember there is less functionality in the responsive templates. (for fast opening and loading)
