How do I create different VATs for different Geographical Locations  en

I need to create a shopping cart that has different VATS based on the location of the buyer. In this case different provinces require different VATS.

It's another of multiple reasons why WebsiteX5 IS NOT A PROFESSIONAL software for e-Commerce
