Hi
Is there anyway of placing a static bar above the top menu, to display a line of information and a phone number.

Yes Peter, simply place the menu a little lower in the header and use the space above it to add your "static bar", this can also be incorporated into the sticky bar so it is always visible if you wish.

I've taken a look in the menu section and I'm not sure what you mean by lowering the header, it looks fixed. I'm new user to Website x5, this is my fist website.
Peter, it should work well (and easily), simply make your header deeper to accomodate your static bar then move existing objects down.
You can use any object, Title, text box, etc. I rather fancy using the hover button if you own it because you can specify the width, height and background colour.
The height of the menu is set in step 2 template structure. And you will have to add depth for every resolution as required.
Once you have made room (add 50px??) just go to step 2 template content and move each object (image and menu) down. Then add the object with phone number etc above.
Now visit each resolution and drap the handles to resize/reposition for each resolution.

I have followed your instructs, I have widened the header section, and I have placed a title object and stretched it accross the top of the header. Nexed I typed in my text, I set the background colour to black but the background colour only colours the text and not right across the page, can this be done.

Yes, that is correct, but you can add spaces before and after the text. But that is why I said I liked the optional object hover button. You can set background colour of the object and the size :-)
If you don't have hover button, perhaps just transparent background and contrasting colour text??
An alternative could simply be an image (of text on a coloured background) and this could link to whatever (phone number, hidden page, contact page, etc)
