Fade in picture / text on an already existing picture that stays unmoved

Scroll down just a bit, there is a picture with chairs/office. When the picture is visible a cool fade in from the left comes in. How can we do a similar animation?

If you are referring to this portion of the screen
You could nearly achieve this simply by selecting the object and then applying a style.
There are many to choose from and the delay can be selected.
Or you could use perhaps row formats to display the picture, a semi transparent background colour for each cell and text objects in cells arranged to give a similar resizing effect at various resolutions.

I try to "lock" two rows to function "one above the other" but they seem to function separately. How do I do that? The rest, from your saying, I can figure it out.

Dimitrios, I cannot lock rows together, the objects move independently. But by removing the margins the final result resembles the example you provided. Please check the sample project (v2019.2.9 PRO) attached.
Please also check at various resolutions.
In the time I have available that's as close as I can get, but if it's nearly good enough and you have questions I look forward to answering. Perhaps you could provide a link to your project as it progresses so I or others can provide more specific answers or alternatives?
. . . . after I uploaded the example I turned on colour transition and parallax, in my opinion it looks better than the original (only my opinion :-)

When exporting project do not include backup or preview and if necessary use smaller image/s for the example. Your iwzip is too big to attach.
Perhaps a link to it that Dimitrios can download?
