Problems updating template structure image

Hi I am haveing a problem changing the image in Graphic properties, Template Structure, Page background image, image file.
I select a new jpg file, save, except and preview ( which is ok) and upload but the new background does not update. Can you please advise.

Andy, do a ctrl+preview. If the preview is good then go to step 5 and select upload the website to the internet. Before clicking start select upload ALL website files to the internet (not just new and changed), you'll find the option on the bottom half of the screen.
