FTP Upload always seems to upload ALL files

I have the latest version of W5 evo. I exported my entire project once. Then I changed 1 file and did the export again, with the middle option (only upload changed files) selected. However, it seems to be uploading everything!
Am I missing something?

The joys of updating a website. . . .
If you add one photo to a gallery, the whole gallery will update, if you add a single word to an object the whole object will need to update, if you change the structure of a page, the whole page will update, if you even change the order of display or the background image or perhaps in row/formats add a parallax image, the whole page will need to be updated (perhaps with all galleries), if you change a header, footer or add a page, then every page in the website will need to be uploaded to accomodate changes to header, footer and menu on every page. And if you do a CTRL+preview to refresh the site, every page must be updated.
In short, it depends what you change. Up until v16 I always used filezilla (I exported the site to a folder and uploaded the folder), filezilla was faster and more considerate of updates (it only updated new and changed). But FTP inside WX5 was easier. It created a backup (although of dubious value) and it effectively worked with one click.
There is a bug that under some circumstance will upload files that are no longer being used, but generally the FTP inside WX5 is pretty good, the amount of files uploaded is dependent on what changes you have made.
