Matt, it will be there if it displays, go to each resolution (step 2, template content) and select each resolution.

Look for the an outline near the edges of displayable area, once found and selected you will see the "handles". There are 8 on each object, they all need to be within displayable area for the object to work properly.

If you delete the object it will be gone from all resolutions but you can also choose to hide the object 

There is no menu there, i have tried deleting my whole header and the issue still persist.

Matt, often there is a scroll bar that does not seem obvious and you can find more things when you use this. Also, just try clicking all over the edges (or even beyond) of the header space. The Hamburger menu is really small and can be hard to pick up, especially if it is right near the edges. It's not automatically visible. Did you use a pre-made template? If so, let me know and I will download it if it is free and look to see what I can find. There may be other users that have this template (if it is not free) and they might be able to check it out for you.

Matt, did you simply make the header zero height in step 2, template structure for each resolution?

If so, return it to roughly the original height and then look for the menu object in step 2 template content.

Header heights are not 0. I can not find the scroll bar you are talking about, but i made a back up of my project and deleted the whole header and footer and the issue still persists. When i create a whole new page the issue is not there. But i do not really want to recreate all 8 pages. 

Is the menu always visible, or does it only become visible as you scroll down the page?

If this is the case, please check step 2 sticky bar for each resolution and see if there is a menu object on it.
