Buongiorno,

è corretto che nell'intestazione del codice html sia presente questo codice in quanto la struttura HTML 5 compare con questo codice all'inizio della pagina. La parte relativa a <!--[if IE]><meta http-equiv="ImageToolbar" content="False" /><![endif]--> è una regola che nel caso di browser Internet Explorer generici inserisce quel metatag
