Login does not work

I created a new user but he is not able to login.
I
Are there limits to how many users there can be.
We have 700+ users
please this is urgent I can not give new users access!!

Create a test login for yourself to see if you can login. (you can use any loginname also a fake email adres for test just make sure it has an at sign and a dot in it)
If that works, then check with user if he uses correct login (be aware of capitals) else user can try to delete cookies and memory of your website, after that try again.
