Horizontal menu not on top of other menu's

When you setup a horizontal menu in two rows and have dropdown menu in the first row, it moves under the second line menu buttons and you can't see the dropdown menu options, obscured by the second line menu icons. The only way I could solve this was to set up a vertical menu layout. Can't I have a horizontal layout and the dropdowns (sub-menus) are always on top? Sure maybe I am missing something.

Your not missing something, but it's very difficult to make the software work for these different uses.
There is a solution, a workaround if you prefer. Use a seperator in top of the menu where you have the issue, change the name of the seperator to nothing (make it empty) the seperator will then create a small empty space and the menu will be visible underneeth your second row.
