Access to 3rd party to update photo gallery

Hello Admins,
My question as the title suggests has to do with access by a third party. Can they actually update a photo gallery within a website constructed with ver.9 without actually having the software or the project file ??? Mind you the 3rd party has access to the uploaded files located in the webhosting server but not to the machine which has created the website.

No, the third party needs the v9 software, but if you have used a external gallery with admin panel and then embedded it in your project then yes they could.
