Site doesn't email out

Set up and published website. As a test, went to 'Contact Us' page and filled out form I set up and hit send. At the top of the page a drop down bar appeared - "Data will be sent to e-mail address '***' when the WebSite is uploaded on the server."

Did you try this 'test' in the WebSite X5 preview? If so then that behaviour is correct: the message is simply a warning that the process needs to be executed on the server (using PHP, which is not available in the preview).

When you preview your website, a message reminds you that e-mails with submitted data will not be sent. The Send E-mail Form feature only works fully when the website has been published on the Server.
A meaningful test can only be performed via the server, or by using the WebSite Test section of your online admin control panel:

However, errors are thrown when accessing that URL: so I would advise checking with your webhost that your server is configured correctly, and also that you are using a suitable version of PHP 5.x

I did note twice in inquiry that site was up (published/live/working) on the server/Internet. Gave website address at beginning of post so WebsiteX5 might take a look for yourselves. Had Web Host tech support go on site to do same process; they saw what I saw- a drop down yellow banner stating...

Please read my reply in full:
The Email Form Object requires PHP to be installed and working correctly on the server before emails can be sent. Unfortunately this is a server side issue and not related to WebSite X5 as such. Your webhost should be able to guide you and advise you further as to why PHP is not working as it should. WebSite X5 requires a minimum of PHP version 5.x

Hello, I have done what I can from my end - please read and understand:
1) The above issue is a global browser issue and does not pertain to Ie: Google, Explorer, etc. alone.
2) InMotion Hosting has verified I was at PHP 5.5 and moved me to PHP 5.6 (the most current version) AND is correctly configured. They put in a Support Ticket, worked with the issue to no end. The Host feels this is a 'coding issue' for which they have no answer to WebsiteX5's program
3) With a dialogue drop down of "Data will be sent to e-mail address '***' when the WebSite is uploaded on the server", I must agree with the Host that this is a coding issue or switch that is not being used, flipped on, field filled in, etc. The message is clearly stating it does not see the upload - to me that says program or code is not transferring or present in the upload to the Server.
4) **** - Multiple times I have updated and re-loaded my websites to the Host. Always directing WebsiteX5 files to my main PUBLIC_HTML folder for un-zipping. Each time I have to re-name WebsiteX5's file upload extension from .iwzip to .zip in order for the system 'Extract' to work. When files 'Extract' ** they ALWAYS end up in a 'Preview' folder. From there I have constantly had to move the new files from 'Preview' to the 'Public' folders leaving nothing behind to chance. IS THIS WHERE THE PROBLEM LIES WHEN CONSIDERING YOUR FIRST ANSWER? IS THERE A "PREVIEW STATUS" UPLOADING AND TAKING PRIORITY?
For Consideration:
- Is there a switch/field/missing 'Expert' code that needs to be configured?
- Did I get a bad download of the program? Allow me to download a fresh copy?
Please review the above posts and understand there is an issue - at this point involves two live sites and needs attention. Please explore what might be wrong; I have read the entire email helps and there is nothing I see of use. Please help

I assume from your post you are using a third party ftp client to upload your files (filezilla?), and you appear to be uploading the iwzip file which won't work.
Select export to disk (make or select a suitable folder), then use ftp to copy everything in that folder to your public html folder on the host.
I agree with Esahc's assessment which I believe is spot on.
The above is a crucial piece of information which we were not privy to initially. Is there any reason why you are not using the built-in WebSite X5 FTP engine, and the standard method of transferring your project to the server?

Althought it is possible to use third-party FTP clients, they introduce a margin of error if you are unsure exactly what to do with the files on the server, and where to place them.
I strongly recommend that you use WebSite X5's own method 'Upload the WebSite to Internet' in Step 5, as this is foolproof and simple to use.
Once the correct files are in the proper places on the server, and providing PHP is installed and configured correctly like you say it is, then your online control panel should be accessible via the following URL:

You can then use the WebSite Test section of the online control panel to diagnose any email send errors... however, it is quite possible that there won't be any at that stage.
