Fit to Window background image setting not working?

Hi there!
I'm not sure if I'm just missing something obvious, but the whole "fit to window" setting for background images doesn't appear to be working?
I have a page where I have an image that I want to use as the background. I went to the properties for the page, onto the graphics tab, and inserted the image, choosing Repeat: Fit to Window.
But when I go to preview it, the image isn't resizing to fit the window's width, it's getting cropped when I resize the window.
I have also checked the template structure and made sure that the page background for all of my viewports are set to Repeat: Fit to Window.
Any ideas?

A picture is set to the background of the page content Not the page screen. Just the part where you have objects.
I think it is better to use the row formats option, there you can set to 1 row or all rows (you can connect them)
And you can set if you want it on the page content or if you want to extend it to the browser window (the complete window)
And you can add nice effects.

Thanks for the response, but I'm not sure you understood my question. I am referring to the option of the page background. I know that there is an option for page content, but that's not what I'm using.
If I were to do as you suggested and use the row formats, the picture is cropped, thereby also not getting the effect I am trying to achieve.
What are you trying to achieve then?
A picture stays normaly within ratio so if you change the screen the horizontal and vertical ratio stays the same, else the picture will start to look bad. So normally to still get the screen correct the picture gets cropped from 1 side. But you could stretch it by setting more content, but then the picture will look bad, so you always need to set these in to a nice perspective.
Can you show us what you would like to achieve, is it on another website maybe?

Well I just used another image that I didn't mind having cropped and used that. The problem still exists as far as I'm aware though.
While I understand that images have to proportionately resize, it seems like this option is a bit misleading, when it says it'll size to window.
Yes that is correct it will resize but it must keep ratio also and if you resize too much the picture will lose his value.
So it always a case of considering the kind of picture and the place, the size of ppicture and the size of window especially the height.
And also the placement (on page or in template or in row formats)
