Unfortunately, no. There is no way to recover a deleted project once it is gone.

I can confirm that if you delete a v15 project though, it won't get deleted in v16 as well, and viceversa.

The issue that probabily happened for you is that you upgraded your project from v15 to v16 without creating a duplicate first. Once the upgrade process is done (by importing), the v15 project is effectively moved to v16.

If you have a v15 project and you delete it, there is no way it can be deleted from v16 too, considering that, if it is a v15 project, it was simply never in v16, thus making this an impossible situation.
