You can use an html object for text but if you need to format your text you will need to use some html code's like <br> for an enter.
But you can use fixed height and scroll bar in this object.

For the project ( template settings ) you can set a minimum height for the pages.

this is to avoid to have an eventual footer too high on the page. But if the content will fill more than the minimum height the page will automaticall expand and a scrollbar will appear.

This is the normal behaviour.

If you want to have the footer always visible, then you can fix it so it will always be visible at the bottom.

It is not the footer I have fixed, but a menu - but it could as well have been the footer.

If you want a fixed footer you can make some code in the SEO/code and then it will be for all pages.
