with the new evolution 10 do you still need to keep photos uploaded to the website in the same file location on the computer?

No, version 10 is much improved in that regard, and stores its own copies of all files used in a project. The following is an extract from the 'What's new in version 10' webpage on the Website X5 site:
File Management
WebSite X5 automatically copies the files linked to a project. By using copies, you avoid problems of deleted or moved files, you can extract resource files from the project and backup and import/export operations are faster.
