HTML code for expiry if HTTP headers- website optimisation

After running website optimisation I am advised to set an expiry date or a maximum age in the HTTP headers for static resources. I can only find one mention in this that advises to go here;

You will need to add it in Step 1 inthe Expert Tab in Before closing the Head Tag.
OK I found that but does anyone have a simple prepared HTML code for dummies that would solve this, as I don't understand it, surely this should really be part of the software within X5 ( v10).

The only tags you would need are one of these two but adding the expiry date in most cases is not necessary and it can be counterproductive:
<meta http-equiv="Expires" content="0" />
or
<metahttp-equiv="cache-control"content="max-age=0"/>
Both will give you then validation errors since these tags are not accepted by the w3c standard for html5 and all pages, also if seen before needs to be reloaded everytime someone visits them.

On another subject I just can't find how to post a new problem, there does not seem to be an icon to click non for a new post. I must have found it as I posted last time but I remember almost giving up then !!!
I want to ask why in a text box at the bottom there is always a gap of about 10 lines before the bottom of the box. I want to eliminate this annoying gap, how do I do it ?? ( A bit off topic I know but I can't find the new post button !!!!
