you can only put them in 3 places,

1 inside header, (click on general setting, click on edit graphic template, and you should be able to see it

2 inside header of your page (select your page on step2, then click on properties, go to expert tab, you should be able to see it)

3 inside header of your website (click on general setting, click on expert tab, then check if it is place "before closing the head tag")
