ThreadCount - What does it mean?

I'm trying to import a project from version 12 pro into version 13 pro, and I get again and again this error notification:
"An error ocurred while loading the Project. (threadCount must be greater than 1. Parameter name: threadCount)."
- What does it mean? What is a "thread count"? What must be "greater than 1"? Is there a bug in the program?
- Does it refer to Windows or to Website 5x?
I converted the same project from v 10 to v 12 and there was no problem at all!
I would very much appreciate some indications of how I might solve this problem.

I'm afraid there is some technical problem, with Website x5, Windows or some other application. I really don't know. Maybe it has something to do with images.
I see that there is a similar problem with the upgrading of other softwares. Please take a look at:

The error message is exactly the same:
Error running Image Processing function <Name of Image Processing Function>: threadCount must be greater than 1
Parameter name: threadCount
but I really don't how to resolve the problem. The author of this article says that the "current processor count" must be increased to at least 2. But how and where? Website x5? Windows?...
