how to use anchor and how we can use to make our website look like a bootstrap. like clicking on page2 in tab and it will automatically scroll down to that section of website

If you just work on the one page, just keep adding cells.
Any cell can be given an Anchor, just select the cell, click Anchor at top of screen, and give it a name (see attached image)
To create a menu item, create a new Level (3 Map, New Level) rename the level then click properties and select the link, select website page, choose your page and select Anchor name.

please follow Esahc's tips.
It is enough to have just one page (Home Page), create levels for the other sections (Step 3). Customize the Home page the way you want to, creating the same sections you have set on step 3. Then select a cell for each section and set an achor. Link each level to the corresponding anchor. Done!

Hitesh, the site was created in V12, but V13 is almost identical (with more features).
In case it helps, this is the layout of the single (home) page. You can see which cells have anchors.
And this is the structure of the website. Home page with one level for each menu item, and I used properties to point at the appropriate anchor.
